How to Order Transcripts

Written Transcripts

To place an order for a written transcript, you must fill out a Transcript Ordering form here. Transcript Orders can be e-filed, mailed, or brought in over the counter.  The court will serve the official Court Reporter, Veronica Flores, with a copy of the order.  Ms. Flores is responsible for preparing all transcripts for proceedings which she recorded.  You may contact Ms. Flores at:

If Ms. Flores was not present at the hearing, the Clerk’s Office will arrange with one of the following transcribers to produce the transcript.  You must choose the transcriber.  The District Court of Guam will not make a recommendation of any transcription company or transcribers to be used.   It is therefore important that you fill in the Alternate Transcriber section.  After the Clerk’s Office transmits the audio file(s) to the transcriber, you will be given instructions by the Clerk’s Office to arrange payment with that transcriber.

Maximum Transcript Rates (Effective October 1, 2024)

The Judicial Conference of the United States has approved the following transcript rates (per page).

Ordinary Transcript (30 day) 
A transcript to be delivered within thirty (30) calendar days after receipt of an order.

7-Day Transcript (Expedited) 
A transcript to be delivered within seven (7) calendar days after receipt of an order.

3-Day Transcript
A transcript to be delivered within three (3) calendar days after receipt of an order.

Next Day Transcript (Daily)
A transcript to be delivered on the calendar day following receipt of the order (regardless of whether that calendar day is a weekend or holiday), prior to the normal opening hour of the clerk’s office.

2-Hour Transcript (Hourly)
A transcript of proceedings to be delivered within two hours from receipt of the order.

Realtime Transcript
A draft unedited transcript produced by a certified realtime reporter as a byproduct of realtime to be delivered electronically during proceedings or immediately following adjournment.
One feed,1 $3.70 per page; two-to-four feeds, $2.55 per page; five or more feeds, $1.80 per page.

Orders placed on or before the day of the proceeding will be batched together for purposes of determining the number of feeds; and subsequent orders will be charged at the lowest page rate assessed on the previous orders.

1A realtime "feed" is the electronic data flow from the court reporter to the computer of each person or party ordering and receiving the realtime transcription in the courtroom.

As mandated by the Administrative Office of the United States Courts, Transcription Service Providers are to provide services based on the maximum allowable transcript rates shown above. Transcript rates are all-inclusive, meaning they include any and all applicable taxes, surcharges, service fees, cost of office space, equipment, software, personnel, certifications, first class postage, authentication, etc.

Transcription Service Providers may, however, charge the party for the difference between ordinary postage and the cost of expedited delivery, if requested. They cannot charge an additional fee to email transcripts as a shipping cost.

Audio Transcripts

You may order audio transcripts of any hearing not recorded by the court reporter by using this form.  Audio Transcripts cost $34 per proceeding, which may be paid by a check made payable to "Clerk, District Court of Guam".  Audio Transcript requests must be paid in advance.
