Pursuant 18 U.S.C. § 3006A(b) and the Criminal Justice Act Plan for the District Court of Guam, Rawlen Mantanoña is reactivated as a member of the Court’s Criminal Justice Act (CJA) Panel, effective May 30, 2019.  In addition, two of Mr. Mantanoña’s associates, Jon Ramos and Matthew Kane, are approved as new CJA panel members, however they are only authorized to accept misdemeanor appointments and to assist Mr. Mantanoña in felony matters under his direct supervision.
