Pursuant 28 U.S.C. § 2071, and after appropriate public notice and an opportunity for comment, the District Court of Guam hereby adopts the attached updated General Local Rules of Practice and Administrative Procedures for Filing, Signing, Verification and Service of Documents by Electronic Means in Civil, Criminal, and Bankruptcy Cases, effective December 1, 2018.

At its September 2017 meeting, the Judicial Conference approved amendments to the Federal Rules of Appellate, Bankruptcy, Civil, and Criminal Procedure. The amendments were adopted by the Supreme Court and transmitted to Congress on April 26, 2018. The amendments are on track to become effective December 1, 2018. Compensation for Court Appointed CJA Panel Attorneys Increased
The new panel attorney hourly rates of $140 for non-capital representations and $188 for capital representations apply to services performed on or after March 23, 2018. Where the appointment of counsel occurred before March 23, 2018, the new hourly compensation rates apply to that portion of services provided on or after the effective date.
